Telecontrol and SCADA System for Stadtwerke Eichstätt
Stadtwerke Eichstätt (Municipal Utility) supply ca. 13,000 inhabitants of Eichstätt in Bavaria with electricity, gas, water and district heating. Following the joint planning stage with Plantec GmbH (Aichach), IDS received the order to implement a telecontrol and SCADA system. The project was implemented in two installation stages and with a very tight schedule; commissioning took place in the beginning of 2003. The complete generating, installation and cabling works were undertaken by staff of Stadtwerke Eichstätt.
The IDS HIGH-LEIT SCADA system features two operator terminals in the control room plus a beamer for the visualization of faults and for presentations. Two mobile workplaces and a local workplace in the waterworks are used for the operation and monitoring of networks. A web server enables the visualization of the system status via any of the office workplaces. Apart from SCADA functions, the system also features advanced applications for electricity and gas, namely
- Topology function (20 kV)
- Earth fault and short-circuit localisation
- On-line load-flow calculation
- Switching sequences
- Simulation and review
- Gas demand forecast and supply optimisation
Data transmission takes place via ca. 25 RTUs IDS 850, partly with back-up transmission routes via two-wire line (dedicated line), maintaining the consistent telegram structure of the IEC 60870-5-101 and -104 protocols. The digital communication system IDS DKS 128 is integrated via five nodes. Furthermore, protection equipment by Siemens is connected via IEC 01360870-5-103.
In the beginning of 2005, Stadtwerke Eichstätt have taken over operations control of the sewage treatment plant. The PLC systems are connected to the control system via OPC gateway. Visualisation and control takes place via a downstream station control system with one server and two operator terminals. The station control system is fully integrated into the superordinate SCADA system via a 2Mbit dedicated line.
