SCADA System for EWL Lucerne/CH
Energie Wasser Luzern (ewl) supplies ca. 60,000 inhabitants of the city of Lucerne and ist surrounding communities, and 4 million visitors annually with electricity, natural gas, water and heating. At the End of 2004, ewl commissioned IDS with the renovation of their SCADA system. For this purpose, a redundant IDS HIGH-LEIT NT SCADA system was installed; the existing RTUs were partly kept and partly replaced by IDS equipment.
Security Concept
Security is an important consideration for ewl. Any access to data from the SCADA system is protected by firewalls and demilitarised zones. A password protection and access authorisation concept was developed in consideration of the current security policy. The complete telecontrol and SCADA system has to be separated from and firewalled against the surrounding computer systems. All SCADA components are available in redundant form; server components are installed in separate locations for better protection against fire.

Several advanced applications have been implemented, including:
- Electricity topology
- Simulation
- Load control
- Gas demand forecast and optimisation
- Reservoir management/leakage monitoring
- Water demand forecast
